They keep rising until they reach the top position and they will lock in that position, but not in the first or second positions. This is a safety issue because I need them to lock in the first position. The dealer said they were operating correctly and Lexus said I should get a second opinion from a different dealer. However, the owner's manual on page 71 states: after adjusting the head restraints, push down on them and make sure they are locked in position. …”
