“On two separate occasions while driving 30 MPH the tire failed. Driver was able to pull over and inspected the vehicle. Noticed that the tread separated from the sidewall. Vehicle was taken to a tire dealer for inspection, and mechanic determined that the tires needed to be replaced, and replaced them. However, problem recurred. The consumer stated that he had two tire failures in less than 13000 miles.”
NHTSA complaint #10109659, filed 2005-03, 12,500 miles“A loud noise was heard coming from the rear of the vehicle. Consumer pulled over, and noticed that the rear passenger's side tire blew out. Consumer changed the tire, and drove vehicle to the dealer for inspection. Mechanic determined that the valve stems needed to be replaced.”

The vehicle was driven to the dealer each time, who determined the passenger front and both rear tires experienced tread separation. The tires were replaced.
