What owners report

Owners of this model year most often describe the vehicle failing to start or cutting out while driving, especially in cold or damp weather, and a number of complaints involve a timing belt that broke and left the engine unable to run. Brake complaints range from squealing and vibration to pads separating and a wheel dragging, and several owners report door latches and locks that stopped working. Many of these complaints were filed at low mileage, with the brake and door reports tending to come in later in the car's life.

  1. Fuel system

No-start and stalling, often in cold or damp weather

    • 20 complaints (27%)
    • median 1,000 mi at 0.9 yrs old (14 state mileage)
    • filed 2003–2009

Owners describe the car taking several tries to start after sitting overnight or for a few hours, and some say it cuts out at stoplights, while reversing, or at highway speed. A few report the engine dying shortly after start-up or running rough once it does catch. Dealers variously told owners they could not reproduce the problem, that a sensor was at fault, or that the regional fuel blend was responsible, and several owners say the concern returned after repairs. Mostly reported under about 20,000 miles, often after cold starts or in cool, damp weather.

    2 related service bulletins

What to check: Start the car from a genuine cold start and let it idle; note any long cranking, stumble or stalling. Ask whether the crank position sensor and fuel pump have been checked or replaced.

“I bought my Kia RIO 2003 february 8, 2003. The problems started on may 15, 2003 my car cut off while driving to work, as I tried to start the car back up it took 3 to 4 times to get it to finally start. I took it in 3 times to be serviced and they either tell me that they didn't find anything wrong with it, or they tell me to use a different type of gas in my car and a different grade. The maintenance department said that Kia inc. …”

  2. Brakes

    Brake squeal, vibration and grabbing

    • 12 complaints (16%)
    • median 15,000 mi at 1.2 yrs old (7 state mileage, few)
    • 3 mention a crash, fire or injury
    • filed 2003–2013

Owners describe squealing or grinding when stopping, vibration and shaking through the car under braking, and brakes that grab abruptly or lock up when damp. In a few reports a pad separated from its backing or a rear wheel dragged without the pedal being applied. Dealers resurfaced rotors, replaced pads and shoes, and in several cases told owners they could not duplicate the concern. Reported from as low as about 1,000 miles up to around 85,000 miles, with several reports when brakes were wet.

What to check: Test the brakes from several speeds after the car has sat in rain or been washed; listen for squeal and feel for grabbing or pulsing. Ask for service records showing pad and rotor work.

“While accelerating my 2003 Kia RIO onto the interstate while going uphill, the car's transmission slipped and had no power on the incline even when it was floored. It always does this when passing cars also. I took it to the dealer who said they could find nothing wrong with it. My brakes lock up when they are damp. I did not think this was a problem, but it is.”

    NHTSA complaint #10086602, filed 2004-08, 2,000 miles

“In april 2003 I bought a 2003 Kia RIO cinco for my family. When I try to start it in the morning it will not start. It takes about six to ten tries to get it started. Then it runs bad for miles. It also runs very hot and it seems the more I drive it the less preformance I been geting. My brakes are also bad when I first drive it after it sits for hours. Kia told me that it all has to do with the reformuladed gas we use in milwaukee and chicago. …”

  3. Engine cooling

Timing belt failure and engine damage

    • 9 complaints (12%)
    • median 47,144 mi at 3.8 yrs old (9 state mileage, few)
    • filed 2003–2011

Several owners report the timing belt breaking with little or no warning while driving, leaving the car without power and, in some cases, with a damaged engine. A related complaint describes the timing belt sprocket coming out from behind its cover with melted plastic. In one case the dealer replaced the engine under warranty and the belt failed again later. Reported between roughly 47,000 and 114,000 miles.

    1 related service bulletin

What to check: Ask for documentation of the last timing belt replacement and the mileage it was done; a service bulletin covers improved timing belts for this model.

2 excerpts from owner complaints in NHTSA records

“While driving down the road with my two year old in the car, the engine seized up and stalled. The car currently wont start and had to be towed to the repair shop. However, we just had all of the routine maintenance to the car less then 300 miles prior to the engine seizing. The check engine light never came on. As of today, they don't know what the problem is except that the engine seized. There was no prior incidents with the car and it was always serviced on time.”

    NHTSA complaint #10264775, filed 2009-04, 11,462 miles

“Bought 2003 Kia RIO new. In jan 2005 at about 53,000 miles I heard a rattle at about 50 miles per hour. In a few seconds the engine just shutdown (timing belt broke which destroyed the engine) Kia replaced under warranty. May 21 2008 while driving about 45 miles per hour we heard a squeal and again the engine shutdown. Coasted to a stop, once again the timing belt which means another engine (58,000 since the last engine) no longer under warranty (an engine cost almost as much as the car itself).”

    NHTSA complaint #10228612, filed 2008-05, 112,000 miles
  4. Transmission and drivetrain

Hard shifting and premature clutch wear

    • 8 complaints (11%)
    • median 52,067 mi at 4.4 yrs old (5 state mileage, few)
    • filed 2003–2008

Owners of manual-transmission cars report difficulty selecting gears that progressed to being unable to shift at all, with the clutch needing replacement at relatively low mileage. Some say the dealer attributed the wear to driver technique, and one owner reported several clutch replacements before 65,000 miles. Automatic-transmission complaints describe slipping and a loss of power on inclines. Mostly reported between about 40,000 and 65,000 miles, with one automatic-transmission complaint at around 2,000 miles.

    1 related service bulletin

What to check: For a manual car, check clutch engagement and pedal feel and try every gear; for an automatic, drive up an incline and watch for slipping or delayed engagement.

2 excerpts from owner complaints in NHTSA records

“This 2003 Kia RIO was purchased used at a dealership a.v. Kia, palmdale, ca, , but soon developed problems with the transmission. Our insurance company replaced the transmission, citing problems which occurred due to our son, which were allegations made by a. V. Kia. Shortly after the car became inoperable and stopped on the freeway quite suddenly. No one was hurt, but our son and his passengers were rather shook up. Fixed one more time, while our son was driving the car when the left front axle fell off. This happened after a. V. …”

    NHTSA complaint #10193294, filed 2007-06, 40,318 miles

“The clutch in my 2003 Kia RIO has failed/broken four times now. My father and I bought the vehicle brand new in march 2003 the first clutch failed around 8000 miles I believe, the second around 24000 miles, the third around 40000 miles, and now is sitting in my garage unable to go into any gear; the car has less than 65000 miles on it. I have been driving stick shifts for 14+ yrs. And I know how to properly operate them, yet whenever I take the vehicle into the dealership I am told it is driver error and charged at least $1000 in repairs. …”

  5. Electrical system

Door latches and locks that stop working

    • 5 complaints (7%)
    • median 79,528 mi at 7.7 yrs old (4 state mileage, few)
    • filed 2003–2012

Owners report doors that will not open from inside or outside, sometimes trapping an occupant until another door is used, and a driver door lock that failed entirely. Dealers diagnosed failed actuators or springs and, in some cases, declined assistance because of the vehicle's age and mileage. Reported between roughly 35,000 and 85,000 miles.

What to check: Open and close every door several times from inside and outside, and check that all locks and handles operate; ask whether any latch or actuator has been replaced.

2 excerpts from owner complaints in NHTSA records

“2003 Kia RIO door opening mechanism has failed twice. It was repaired in 2007. The mechanic who repaired the door said the design of the door opening system inside the door was not good quality and poorly engineered anticipating it might fail again. The driver's door opening devise is totally disengaged and the passenger door has to be used to enter and exit the vehicle. …”

    NHTSA complaint #10279910, filed 2009-08, 84,256 miles

“The contact owns a 2003 Kia RIO. After parking the vehicle, the passenger side door failed to open and the contact was trapped inside. The door was able to be opened from the outside. The dealer stated that the failure was unrecognizable. A few days later, the driver side door failed as well. No repairs were made on the doors. The powertrain was unknown. The current and failure mileages were 74,800.”

    NHTSA complaint #10202931, filed 2007-09, 74,800 miles

Buying note. Check for a documented timing belt service and a clean cold start first, then test the brakes and every door latch. Ask for repair records covering the clutch, if manual, and any previous electrical work.

Summary written with AI from a sample of 60 NHTSA complaints for this model year (picked at random, with complaints that state a mileage and recent ones taken first), then checked automatically against the source records. Where a problem shows a complaint count, every complaint for this model year was matched with fixed keyword rules (written with AI and tested against the sample), and the mileage, age and repair figures are calculated from those complaints; owners' figures are as stated, not verified. Other counts refer to the sample. The excerpts come from NHTSA's public complaint records and are unverified; capitalisation is normalised, NHTSA staff notes are removed, and shortened text ends with “…”. Something wrong? Example complaints

Engine cooling: “I bought my 03 Kia RIO in 04 and within a mo. Have had problems ever since. I took it to the dealership every month for the first 2yrs when it was still in warranty. There was always something constantly wrong or breaking. The tail pipe rattled extremely loud to the point of slightly shaking the car, randomly when I would came to a stop. It was so loud that people in other cars could hear it and stare. Of course the repair shops could never find the problem. I finally gave up ever having it fixed. …”

NHTSA complaint #10402359, filed 2011-05, 80,020 miles

Electrical system: “All of the brake lights quit working at the same time. Done a search to see if there was any other problems like mine and found 3 other owners with the same problem. It has been in a mechanic shop for 2 weeks now and I have just got done talking with him this morning about it and he said that he has not been able to pin point the problem. I feel that this is a safety issue that needs to be dealt with by Kia.”

NHTSA complaint #10652061, filed 2014-11, 100,000 miles

Brakes: “My Kia RIO has 15000 miles on and the brakes went in the car. I called the dealer heritage ford and they did not want to cover this. It was only the passenger side in the front. So that meant a faulty part in my eyes. I called Kia also who did not care. So I had the brakes replaced and when taking them off on the passenger side the pad itself was there but the brake fell off the pad. And most normal cars the brakes are held on with a pop rivet. Not this car. They are held on with thin pieces of aluminum which everyone knows how easy aluminum bends and twists exactly how mine were. …”

NHTSA complaint #10052968, filed 2004-01, 15,000 miles

Transmission and drivetrain: “At 53,000 the vehicle became impossible to shift from one gear to another. Dealership technician advised it needed a new clutch at a cost of $1600.00. I have driven this vehicle primarily between detroit michigan and cary illinois. Eighty percent of the miles driven so far have been highway miles with little need to constantly shift gears. When the technicians looked at the vehicle he commented on how small the clutch was. I believe Kia has installed an inferior clutch system to keep the price of the vehicle down and then refuses to cover the repairs under warranty.”
