What owners report

Most of what owners write about this model year concerns the motorized shoulder belts: the belt stops moving along its door track, the track cable pulls loose and hangs out, or the belt no longer retracts and has to be ducked under. Beyond the belts the complaints are scattered — an engine that shuts off without warning while driving, transmissions that stop shifting once warm, broken front coil springs, and a rusted-through rear brake line.

  1. Seat belts

Motorized shoulder belt jams on door track

    • 10 complaints (17%)
    • median 71,000 mi at 9.8 yrs old (2 state mileage, few)
    • filed 1997–2005

These cars use a motorized shoulder belt that runs along a track in the door. Owners describe the belt stopping partway up, the cable or wire coming out of its housing and hanging loose, and the motor still running when the door opens or closes while the belt itself no longer moves. Some had the motor disconnected so the belt works by hand; others said the dealer quoted a full track-and-motor kit, or declined to touch the belt once the car was past its belt warranty or over 100,000 miles. Reported from about 17,000 miles to well past 100,000, and often after more than one previous belt repair.

What to check: Open and close the driver's door and watch the shoulder belt travel the full length of its track, and look for a loose cable or a belt frozen mid-track. Ask whether the track, cable or motor has ever been replaced.

2 excerpts from owner complaints in NHTSA records

“The automatic seatbelt on the front drivers side failed. The cable has come out of the track and the anchor (around the door) no longer moves, although the belt motor still works, the belt cannot be moved into a full back position. This system should not fail and in my opinion should be the sole responsibility of the manufacturer. Subaru has now, after some calls, offered pay for the parts if I pay the labor for installation of a complete new kit for the track, etc. Is this a safety defect that Subaru should be solely responsible for? …”

    NHTSA complaint #705635, filed 1999-04

“Dt: 1994 Subaru Legacy l all wheel drive, the motorized seat belt broke. The seat belt is connected to the door, and when closing the door the motorized seat belt will not run the track to be in the proper position for safety. This is on the shoulder portion of the seat belt. The consumer was told that the lap belt alone is not safe use. Have contacted the dealer and manufacturer, and they told the consumer there is no recall on the seat belt, and the motorized seat belt was only under warranty for 3 years. …”

    NHTSA complaint #10136519, filed 2005-09, 17,000 miles
  2. Seat belts

Shoulder belt will not retract or hold snug

    • 11 complaints (18%)
    • median 156,500 mi at 14.2 yrs old (2 state mileage, few)
    • 3 mention a crash, fire or injury
    • filed 1995–2016

Owners report the shoulder belt failing to retract or staying slack after it is pulled out, so getting in and out means climbing under the belt. One complaint describes the belt not holding the occupant in a low-speed collision, and another says the lap belt separated from its mounting. Some owners mention the belt warning light staying on, and dealers told them the lap belt alone was not a proper substitute for a working shoulder belt. Most of these reports list no mileage; where mileage is given the cars were already past 100,000 miles and often on a second or third belt repair.

What to check: Pull the shoulder belt out slowly and release it — it should retract on its own and lock when tugged sharply. Check the lap belt anchors and ask for records of any belt assembly repairs.

2 excerpts from owner complaints in NHTSA records

“Because the seat belt does not retract automatically I have to climb under the sholder belt when geting in and out of the vehicle I would have thought thet the safe operation of a major item required by law would have to be serviceable for the life of the vehicle not as in this case the half life.”

    NHTSA complaint #755679, filed 2001-12

“We have a 1994 Subaru Legacy. When the car was out or warranty, the driver side retractable shoulder harness broke. We complained to Subaru and they fixed it at no cost to us in 1999. It wasn't working agian and we paid to have it fixed in 2000.about one year ago it broke again. The shoulder harness would not retract. We were told by Subaru they would not help us. Now we find out that it is a ticketable offense not to have a shoulder harness. There is a lap blet and an air bag. …”

Buying note. Look closely at the automatic shoulder belts on any example, since they account for most of the complaints on this model year and replacement parts are getting scarce; also budget for an inspection of the brake lines, front springs and transmission behaviour once warm.

Summary written with AI from a sample of 33 NHTSA complaints for this model year (picked at random, with complaints that state a mileage and recent ones taken first), then checked automatically against the source records. Where a problem shows a complaint count, every complaint for this model year was matched with fixed keyword rules (written with AI and tested against the sample), and the mileage, age and repair figures are calculated from those complaints; owners' figures are as stated, not verified. Other counts refer to the sample. The excerpts come from NHTSA's public complaint records and are unverified; capitalisation is normalised, NHTSA staff notes are removed, and shortened text ends with “…”. Something wrong? NHTSA recorded 60 consumer complaints for the 1994 Subaru Legacy. 11 of the complaints include a mileage, and 9% of those were filed for vehicles with under 50,000 miles; the median is 125,000 miles. Of all complaints, 5 involved a crash, 4 a fire, 5 an injury, 1 a death, according to the filers. NHTSA lists 0 recall campaigns and 13 technical service bulletins for this model year.

Not compared (before 2008). Model years 2008–2023 of the same vehicle that have at least 25 complaints are compared, and a model needs at least 3 of them.

Example complaints

Seat belts: “Motorized seatbelt is stuck in one position. Motor still runs upon opening/closing of car door, but belt does not move in track. Two feet of track cable has fallen out of its housing.”

NHTSA complaint #10058143, filed 2004-02, 125,000 miles

Brakes: “A few months ago, my son was driving my older Subaru and said the brakes went down to the floor when he applied them not far from home. He pumped them and slow crept home with the car. I found a rusted out leak at the rear passenger side connection location near the frame on the side of the gas tank. I just saw there were a number of recalls for this exact same problem. I have never received or saw one before. Are they still valate? Whom do I contact for service if so? My son was just lucky he wasn't on a highway!”

NHTSA complaint #11402839, filed 2021-03, 123,567 miles

Air bags: “I was stopped at a light it felt like my car was rolling back, so I applied my brake and the air bag went off. The car has been tested three times at the request of sabaru corp. To see what went wrong, they can not find the reason, there was no collision, the car starts and runs, I was told it should not do this. They want me to pay $500.00 of the $1000 to repair it and I don't feel that I should have to pay for something that was not my fault.”

NHTSA complaint #764283, filed 2002-07

Transmission and drivetrain: “1994 Subaru Legacy transmission will not shift out of 1st gear. After car warms up, within a short distance the transmission fails altogether and the car will not move. After a cooling off period, the car will proceed for a short duration. This is apparently a common issue due to design deficiencies causing an over heating and component failure. It is not corrected yet.”
